			<content:encoded><![CDATA[<p>Conflict resolution and conflict management are two terms that are finding increasing use in the workplace. However, the two are not interchangeable and deal with different aspects of conflict.</p>
<p>Conflict in the workplace is a natural occurrence and, if properly managed, can have a positive influence on productivity. Conflict occurs when there are opposing points of view or when there are different demands for a limited amount of resources. The arguments put forth by the opposing demands can, if properly managed, be like a reactor in which the differing viewpoints respond to each other and from which a new and more productive course of action will emerge. The best analogy is that of a piece of flint. By itself it is inert but when it strikes against another a spark that can light a fire is created. However, if not managed, the conflict can unleash negative forces which can have a huge impact on the efficiency with which an organization functions. </p>
<p>There are five basic steps to managing conflict. The first is to understand the situation. What is the nature of the conflict? Who is involved? Was one side responsible? Is there any previous history of conflict between the parties that affects the current situation?      </p>
<p>          ]]&gt;</p>
<p>Once the situation and its implications have been understood, the next stage is bringing the conflicted parties together. The nature of the conflict, the reasons for it and any previous history must be understood and accepted by all. The third step is to lay out the proposed course of action for resolving the problem and also the positive attitude that the parties are expected to have.</p>
<p>The fourth stage is discussion, understanding and compromise. When the conflicted parties see where each other is coming from, understanding is easier and from this understanding comes compromise and acceptance of the final decision. And the fifth and final stage is that of analyzing the now resolved conflict so that steps can be taken to prevent similar situations arising in the future.</p>
<p>Conflict resolution, or Alternative Dispute Resolution (ADR) as it is also known, deals with the various methods that can be used to resolve conflicts. There are many alternatives available and understanding the most common alternatives so that the right method can be applied to a specific issue is important.</p>
<p>: With negotiation, the conflicted parties are brought together, the issues made clear and, with laid out ground rules, they attempt to resolve the issues amongst themselves.</p>
<p>: Mediation adds another dimension to negotiation as the mediator takes control of the process and steers the discussions in a specific direction which is most likely to produce a positive outcome. </p>
<p>: In arbitration, the arbitrator is given authority to control the discussions, evaluate the strengths and weaknesses of each party&#8217;s case and make a decision on the resolution and future course of action.</p>
<p>These are the three basic methods of conflict resolution. Various combinations and permutations of these basic options are available to deal with specific circumstances and the unique nature of many conflicts.                </p>

<p>If you&#8217;re an executive, manager or human you resource professional, managing conflict is probably part of your job. So is recognizing when hidden conflict is the source of a problem.</p>
<p>The very word conflict has a negative impact on most people: you associate the word with war, destruction, hostility and pain.  When you think of conflict as negative, even dangerous, you probably tend to avoid it whenever possible rather than learn how to deal with it effectively.</p>
<p>Conflict within an organization is not necessarily negative. In fact, it is a valuable potential source of energy for achieving organizational goals. Effective conflict intervention can help transform a conflict situation into an opportunity for change, growth and development of creative solutions to an organization&#8217;s most difficult problems. </p>
<p>Conflict may be open or hidden. It is relatively easy to focus on visible conflict. Suppressed conflict may be more difficult to identify and may masquerade as a variety of symptoms such as low energy, high stress, diminishing productivity, high turnover, poor quality of decision making, defensive behavior, nit-picking and so on. </p>
<p>          ]]&gt;</p>
<p>Whether the conflict is visible or hidden, if you are the one who must manage it you need to be aware of its source and its contribution to the identified problem, as well as having resources for helping your group deal effectively with the problem itself. </p>
<p>You need to be able to:<br />
·identify the actual problem; <br />
·elicit the client&#8217;s goals in regard to the problem; <br />
·establish initial areas of agreement among the antagonists;<br />
·observe objectively and identify the continual processes of the group or organization; <br />
·be aware of potential pitfalls and the ability to avoid them; <br />
·help everyone generate options in which all participants will win.</p>
<p>You need to be able to bring hidden conflict to the surface.</p>
<p>Suppressed conflict within an organization can be a far greater problem than open conflict. When divergent ideas are not expressed, energy and information are lost to the group. </p>
<p>Any group or organization problem may be masking suppressed or unacknowledged conflict. Bringing that conflict into the open provides an opportunity for successful resolution.</p>
<p>If underlying conflict issues are ignored, they do not go away. Instead, they surface as a series of different problems: &#8220;If it&#8217;s not one damn thing, it&#8217;s another.&#8221; As each problem arises, it is often regarded as something that can be solved by training. </p>
<p>When training is provided, however, the impact is minimal; in fact, the training often seems to have vanished shortly after its completion. When training fails, one should suspect suppressed or unidentified conflict within the organization.</p>

			<content:encoded><![CDATA[<p>An Approach to Conflict Resolution and Peace Building</p>
<p>After World War II, Western nations (United States, England, Germany and France) embarked on a mission to create institutions based on multilateral agreements in an effort to manage their historical conflicts and rebuild their worn torn nations. The West’s ability to successfully incorporate multilateralism into its economic, political and security institutions have allowed these actors to manage conflict between each other and live in peace with each other for half a century. While historical examples indicate that multilateralism has been practiced as early as 19th century, post-world war institutionalization of multilateralism indicates that multilateralism can facilitate conflict resolution and peace building.</p>
</p>
<p>According to the Multilateralism Group of the Institute of International Studies at the University of California at Berkeley, multilateralism “is a particular way of bringing together international actors to support cooperation, incorporate principles of non-discrimination, diffuse reciprocity, and generalize institutional structures” (MacArthur Online).  Bealey, Evans and Newnham agree that, in general, multilateralism is a “policy of acting in concert with others” to achieve mutual goals (Bealey 217, Evans &amp; Newnham 256). Acting in concert, allows the actors to plan together; to settle or adjust by conference, agreement, or consultation; to act in harmony or conjunction; to form combined plans with others</p>
<p>Concerts are generally the preliminary step to engaging in multilateralism because according to Charles and Clifford Kupchan, the concert is utilized by great powers as a decision making mechanism involving “informal negotiations and consensus” while posing no threat to state sovereignty (Ruggie, 18). According to Ruggie, a concert is “predicated on the notion of all against one” which binds concert members to a collective action.  In fact, the Concert of Europe is heralded as an ongoing example of a security regime that employed multilateralism.  The Congress of Vienna (1814-1815) and the Congress of Berlin (1878) are two additional historical examples of concerts and the application of multilateralism.  Respectively these concerts led to the formulation of the rules of diplomacy that are still in effect and significantly changed the existing political situation in Eastern Europe.  The value of these examples of multilateralism for conflict resolution and peace building is in their indication of actor’s preference for establishing an orderly and peaceful procedure by which to engage in establishing and maintaining relations.  This actor preference indicates a behavioral change of these actors from their pre-World War dispositions.</p>
<p>Evans and Newnham, with concurrence from Stanojevic, also point out that multilateralism is currently the “dominant pattern of activity in most issue areas” (i.e., trade, global warming, sea bed).  Multilateralism is dominant, compared to unilateralism and bilateralism, because of the increased interdependence driven by globalization.  Because of its dominance, the United Nations and its predecessor, League of Nations, were permanently established as multilateral diplomatic organizations to facilitate multilateralism and conflict resolution.</p>
<p>Theoretically, according to Ruggie, generic multilaterailism has been a part of nation state development primarily in “institutional arrangements [that] define and stabilize the international property rights of states” (Ruggie, 8).  More recently generic multilateralism has been used to define the multilateral institutional form because it refers to “coordinating relations among three or more states in accordance with certain principles” of conduct (Ruggie, 10).  In its institutional form, generic multilateralism adds substance to the realist self-help factor taking it to a higher level in which it is considered within a collective framework which in turn affects individual actor security.  According to Ruggie’s generic definition of multilateralism, this theory is expected to inject a collective pattern of behavior into an institutional form that incorporates the concept of multilateralism into its agreements.  Once the pattern of behavior has been established, the parties develop a collective reputation, “an indivisibility among the members of a collectivity with respect to the range of behavior in question” which socializes the institution (Ruggie, 11).  Additionally, when multilateralism is successfully implemented actors are expected to behave in a reciprocal manner towards each other.  In turn their reciprocity will generate cohesiveness among the members which will allow the actors to focus on long-term gains based on an aggregate over time (Ruggie, 11).</p>
<p>Theoretically and conceptually, multilateralism is the behavioral element of a multilateral regime. While a multilateral agreement creates regimes, multilateralism encourages the modification of aggressive actor behavior and cooperation among actors, while providing mechanisms for proactive management of disputes and resolution of conflicts between actors who wish to participate in a given international system.  Conceptually, multilateralism is defined by its historical application to institutional formation during the postwar era. It coordinated national policies on the basis of established principles for managing property rights, which in turn ordered the relations of party actors prior to World War II. The concept of multilateralism has created norms, rules and principles that are increasingly utilized to stabilize international relations in an effort to decrease the overall influence of prewar anarchical international forces and maintain a cohesive stability to ensure continued economic prosperity.  This concept has been applied regionally to manage economics, politics, and security relations.  The European Community (EC) is the most successful example of an economic and political regional multilateral regime. The EC has allowed Europe to move beyond balance of power politics and demonstrates the European actor’s commitment to the multilateral agreements that have enabled the EC to become an economic power of the 21st century.</p>
</p>
<p>Robert Keohane and John Gerard Ruggie agree that multilateralism began after WWII.  Ruggie, in his book entitled Multilateralism Affairs:  The Theory and Praxis of An Institutional Form, states that “the earliest institutional form of multilateralism” in the modern era began with the management of property rights (Ruggie, 14).  According to Ruggie, these multilateral arrangements “were designed to cope with the international consequences of the novel principle of state sovereignty in an effort to”possess territory and exclude others from it (Ruggie, 15). In fact, the issues of state sovereignty by these newly created nations reinforced the need to engage in multilateralism because without multilateralism property rights were not recognized as valid by the relevant other actors in the given international system (Ruggie, 15). According to Ruggie’s definition of multilateralism, multilateral agreements are distinguished by the “kind of relations” they produce and not the “number of parties” to a particular agreement. “What is distinctive about multilateralism is” that it coordinates national policies on the basis of certain principles that order the relations of the party actors (Ruggie, 6-7). Therefore, the test of whether or not a multilateral institution truly exists is the principle on which the agreement is based and the state behavior that it encourages.</p>
<p>According to Keohane, in his book entitled After Hegemony, multilateralism was utilized by the United States in an effort to create and control an international trade and finance regime. Specifically, the United States’ international trade and finance regime was developed to rebuild the European economy, contain communism and build a world economy.  Keohane used this regime and its subinstitutions [International Monetary Fund (IMF), European Payments Union (EPU) and the North American Treaty Organization (NATO)] to illustrate the dynamics of post-war multilateralism.  Keohane believes that multilateralism was the ultimate goal of United States economic policy in 1947/48.</p>
<p>By the end of the 1950s United States economic policy had successfully implemented economic multilateralism (Keohane, 147).  The dynamics of multilateralism, and specifically the behavioral element of multilateralism, is evidenced in the extent to which the United States was willing to go to ensure that its postwar trade and finance international regime was established.  Because the United States established trade and financemultilateralism, it was forced to inject dollars into Europe&#8217;s economy to balance the global dollar shortage.  This too is an example of the behavioral element of  multilateralism because it prompted the United States to coordinate national policies (i.e. legislation &#8212; Marshall Plan) on the basis of its hegemonic principles, which in turn ordered the relations of the party actors to this postwar economic regime (Keohane, 142). The United States maintained this multilateralism by controlling the “rule-making process” by balancing intervention and negotiation with both Europe and the United States Congress (Keohane, 143).</p>
<p>Keohane also used one of the trade and finance regime&#8217;s subinstitutions, the International Monetary Fund (IMF), as an example of the postwar&#8217;s ecopolitical regime incorporating the concept of multilateralism into its institutional structure.  According to Keohane, the IMFwas created “to help regulate international monetary relations and trade in manufacturing goods”. Though the male came first, yet the female is not inferior, or unimportant. Though both sexes conflict one another, yet they need themselves to create harmony, peace, progress and continuity.</p>
<p>Marriage was instituted to carry out the following three constructive potentialities, which are made possible whenever there is mutual understanding between a man and a woman.</p>
<p>1. Procreation &#8211; Man is made to replicate himself. Conflict between a man and his wife may deny them the work of perpetuation of mankind on earth.</p>
<p>2. Good Health &#8211; Marriage promotes healthy living and through intercourse, which is the most powerful of human desires, the relationship is cemented. In marriage, sex serves as a wonderful tool in health maintenance, and can be so disturbed by conflict.</p>

<p>3. Transformation &#8211; Marriage brings transformation. A man relinquishes every act of boyhood, as well as the woman, to face reality. The blending of two opposites as one is the mystery and beauty of every marriage. As result, every marriage is prone to attack. Conflict arises when the two parties fail to unite easily. Mutual understanding between two couples is at the head of a sustainable transformation. Stability of mind is often created in the place of mutual relationship.</p>
<p>Sex desire is so strong that men freely run the risk of life and reputation to indulge it. Marriage is the best tool to harnessing it. Every marriage is a challenge to conflict and conflict is the undoing of every marriage. However, when conflict arises, mutual love flees. Conflict deflates the air of every marriage but proper understanding can set both parties on top of their situation.</p>
<p>A situation well understood by one or both parties is on the way to crumble, especially when sexual desire sets in. When one or both parties are driven by this desire, there is room for keen imagination, courage to face the future, will-power, persistence and creative ability unknown to them.</p>
<p>With a highly developed sex nature, a man sits on top of his problems. This is because the presence of a woman motivates and influences him ideally. A virile man confronts and silences opposition or competition in the simplest, but most complex way possible. People who possess highly developed sex nature achieve outstanding recognition in life. God made women as instruments of arousing the creative faculties of the mind through sex, because in every woman lies the stimulating ability to influence.</p>
<p>However, the man/woman relationship in a bond of marriage is not to be marred by conflict. Marriage is peace of mind and goes beyond any form of conflict. Marriage lifts a man into a higher sphere of thought that enables him master the sources of worry and petty annoyance which beset his pathway on the lower plane.</p>

<p>Operations Other than War (OOW), relate to activities devolving around the strategy of ‘Winning the Hearts and Minds&#8217;. It focuses on people as the Centre of Gravity, it believes in Conflict Prevention. For in the strategy of Conflict Prevention efforts are made to stymie the ills of conflict resolution, which deals with mechanisms required to resolve a conflict. Since conflict is a pattern of expression of human restraint, perhaps it is right to assume that it has come to stay. However, to prevent escalation beyond tolerance level, the essence of ensuring it remains within wraps is essentially information upload. OOW&#8217;s important objective is the information domain. It aims at meeting peoples aspirations through progress and development. It has to be visible and has to be a sustained meaningful drive towards achievement of excellence. The key to ‘Winning the hearts and minds&#8217; campaign is to be understood, for it is the people who have to kept in mind, their needs, their culture, their values, their sensitivities and above all the need of speaking to them the language they understand, and that is the language of the heart. Surprisingly, the requirements of the people are very small. They just want to get a feeling of being cared for, a feeling of being heard and understood. </p>

<p>The Army has taken on this strategy in a big way by streamlining the activities toward four major focus areas. These are, education, health and family care, women empowerment and community development. All these areas are being addressed with the support of the Government machinery either at the State level or at the level of the Central Government, because it is important to give due recognition to the local administration and local authorities. The major implementation advantage is that the troops of the Indian Army are deployed right across, where the civil administration perhaps has very little direct contact with the people. It is in facilitation that generates goodwill and goodwill generates bonding and bonding is the fabric of the information thread. The importance of this realisation that we have to adopt different strategies to suit the time, and believe in the concept of conflict transformation, cannot be over emphasised. </p>

Political parties battle for influence with their competing ideologies. Nations war over dominance and the control of resources. Families clash over their different values and expectations of each other. Conflict is always present with us and conflict will always be a part of our life. For the business professional, manager, or leader this makes the ability to manage conflict a critical skill.</p>
<p>Conflict resolution is challenging because most individuals generally use one or at most two styles for resolving conflict. The styles they use are generally not based on what is needed for the situation. Rather, it is based on what they have learned in life and found to be effective. This gives them &#8220;hit and miss&#8221; effectiveness when it comes to conflict resolution. Adding to the confusion is the fact that early management and leadership training supported this view of a preferred conflict resolution style. Some early training stated the best approach for managing conflict was collaboration. Other early management training argued that assertiveness was the best approach for getting organizational results. The truth is there is no one right conflict resolution strategy. The correct strategy to use is the conflict-handling mode that is appropriate for the situation and individuals involved.</p>
<p>This view of a preferred method for conflict resolution is also evident by the fact that conflict is often discussed in one-dimensional, absolute terms. Consider the following quotes that are all true and all different:</p>

No pressure, no diamonds. &#8211; Mary Case<br />

<p>These quotes while different describe the different modes for resolving conflict. There are five conflict-handling modes: avoiding; competing; collaborating; accommodating; and compromising. The problem is that no one mode is always the best approach. For example, is avoiding conflict as Dale Carnegie mentions always the best approach? Most understand that this is hardly true. There are some times when individuals have to stand up for their position (competing) for as Mary Case mentions if we do not, we will not get a diamond.</p>
<p>          ]]&gt;</p>
<p>However, there are times when Dale Carnegie is absolutely correct that the best approach is to avoid conflict. For example, when an individual is surrounded by lions, the best option is to find a safe retreat and live another day than take on an unwise fight and die before one&#8217;s time. Many a career has been ruined by the business professional, manager, or leader who did not know when to pick his or her battles! Understanding the five conflict-handling modes will make individuals more effective in their interactions in the workplace and in their personal lives.</p>
<p>The five conflict-handling modes are based on the work of Kenneth Thomas and Ralph Kilmann. They developed a framework to better understand and manage conflict than these earlier views of conflict. In times of conflict, an individual&#8217;s behavior can be measured on two dimensions: how assertive is he or she in fulfilling his own concerns and how cooperative is he or she in working with others to help them satisfy their concerns.</p>
<p>In the competing mode, a business professional is high on assertiveness and low on cooperation. This is a forceful mode for conflict resolution and an individual is seeking to assert his or her will over other people&#8217;s concerns. It is Mary Case&#8217;s, No pressure, no diamonds. When this mode is overused, the business professional can destroy relationships with others and eventually undermine his or her effectiveness. When it is underused, others can take advantage of the business professional.</p>
<p>In the collaborating mode, a business professional is high on assertiveness and high on cooperation. With this style, she or he is seeking both to satisfy their own concerns and the concerns of others. Rather than fighting to get one&#8217;s way, there is equal emphasis on finding a solution that fully meets all concerns. It is Indira Gandhi&#8217;s quote: You can&#8217;t shake hands with a clenched fist. When it is overused, the business professional can waste time. When it is underused, the business professional can have difficulty gaining cooperation from others.</p>
<p>In the avoiding mode, a business professional is low on assertiveness and low on cooperation. With this style, they disappear from conflict. They both refuse to fight and they refuse to give-in to the will of the other party. It is Dale Carnegie&#8217;s quote: The only way to get the best of an argument is to avoid it. When it is overused, the business professional can become a non-player in an organization. When it is underused, the business professional can generate unnecessary organizational conflict.</p>
<p>In the compromising mode, a business professional is moderate on assertiveness and on cooperation. It is a middle-ground approach to conflict. With this style, the business professional seeks a give-and-take solution that partially meets all needs. It is Ralph Waldo Emerson&#8217;s quote: Compromise . . . it is what makes nations great and marriages happy. When it is overused, business professionals can lose sight of the big-picture. When it is underused, business professionals can become unnecessarily rigid.</p>
<p>In the accommodating mode, a business professional is low on assertiveness and high on cooperation. With this style, he or she will satisfy the other party&#8217;s concerns and sacrifice or ignore their own concerns. It is Ralph Charell&#8217;s quote: It is through cooperation, rather than conflict, that your greatest successes will be derived. When it is overused, the business professional can lose the respect of others. When it is underused, others can view the business professional as being unreasonable.</p>
<p>Conflict is an inevitable part of business, management and leadership—just like it is an inevitable part of life. Conflict itself is not bad, however. Rather, it is how an individual manages conflict that is important. If managed appropriately, conflict not only makes an individual more effective but it can also bring needed change and innovation to an organization. If managed inappropriately, however, conflict can hurt an individual&#8217;s career and overall effectiveness. It can also paralyze an organization, ruin working relationships, drive away customers, and result in lost productivity, organizational turnover, and lawsuits.</p>
<p>The Thomas-Kilmann Conflict Mode Instrument (TKI) is an excellent assessment for business professionals, managers, and leaders to take to assess their own strengths and weaknesses in conflict resolution. It also identifies the situations in which each of the five conflict-handling modes should be used.</p>
